[Updated folder "tools" and "makefile" on 2015-10-27 for OTA issue]

Here is a patch of non-OS SDK without full test, so it is not included in Bug Bounty project.
It solved 2 issues as below:
1. Some devices may have problem of connecting to ESP8266 softAP;
2. Problem of sending UDP data to multiple devices.
