For firmware which support upgrade through WIFI in 1MB SPI Flash (Or 1MB < size <4MB)，we download
boot.bin to flash 0x00000，
user1.bin to flash 0x01000，
and will download user2.bin to 0x81000 through WIFI when upgrade FW.
