New out of the box no AT response

First time working with esp8266. Here's what my system is. Bread board with PIC, WRL- 13678 module (esp8266) and TeraTerm VT. Two bench power supplies, one for 5V PIC the other 3.3 V @ 1 amp for WIFI module. Units do not respond with AT commands. Using VT send AT, echos the AT but no OK. Try other AT commands, not response. My starting goal is to have two modules communicating using the serial line (RX,TX) ; What is my next step? Flashing?

Have you see “ready” in baud rate 115200 when the system power on?
