Smartconfig with PC, not mobile phone?

Is there a Smartconfig app for Windows, like the Android app "ESP8266 SmartConfig", to let the AT firmware know the WIFI SSID and password?

Sorry that we only have SmartConfig APP on mobile phone, not on PC.
