Use maximum for user.bin

Why not putting the rf_cal_sector at the end of the first partition as default? Then the cfg sectors (5+user) can be balanced in 1st and 2nd partition. Partition 1: (1 for RF+3 user) Partition 2:(4 Blocks for sdk and boot selection). May be then the code in user_rf_cal_sector_set can be cutted.

Hello,
You can place the sector where you want, you just need to make sure the ESP8266 knows where it is located.
Because it is a newly added sector and a new feature, it is necessary not to fix the location of this sector as it may interfere with some projects that may already be using that sector.
Minor trade-off, but sometimes is necessary for ensuring compatibility.
Thanks for the suggestion though, noted!
