Strong fluctuations of WiFi power

Hello,

If I start my AP and no client is connected, the sendet WiFi power has massive fluctuations (blue line). In case a client has connected (shortly after 15:24:00) the power is and stays on a constant high level.
Is this a normal behavior in order to save energy or did I make a poor setup?
I would prefer full power from the very beginning, and if there is a hidden parameter to do so, I would like to know it.

I'd just ignore that, because if it behaves well when your device is connected, it means that your design is good.
BTW if the fluctuation causes other concerns to you, such as certification issues, do let me know. Also, do you have this issue even when you disable sleep mode?

Strange things happened: After changing the WiFi channel from 7 to 11, the RF level is always high and not more dependend of a client
connection.

Just in case maybe your antenna bandwidth is very narrow? It happens if you do not use a pi-matching network and your antenna radiates one band much harder than other bands.
