Update firmware/SDK via flash tool 3.9.2

Trying to update ESP8266 it comes up with "15:34:50: Error: Unable to set default locale: 'unsupported locale setting'"
The Flash Tool SPIAUTOset and Flash size are not shown and there are only 2 tabs at the top. It is completely different to that shown in the Document. Have tried on different computer, using Windows 7.
