and on powering up it creates a WiFi AP without being told to do so (the Arduino sketch does nothing).

I'm guessing that it has some firmware installed on the ESP8266 which is not the standard AT command firmware.

Can this be confirmed?
If it is the case, how do I update the ESP2866 to the correct AT Command firmware?
