where can I get make_cert.py

I'm to use esp8266 as a SSL client, the bin generation process is clear in the document.
However, with gard to the make_cert.py tool, it simply says that I can apply from the Espressif System, with no other guide.

Is there anyone who knows how to issue it ?

It seems strange for me to understand why is there no link for downloading this tool in the document.
But, anyway,
I am grateful that the Espressif Staff are full of enthusasm to solve such issues,
for one of you had offered the mak_cert.py attachment by e-mail earlier.
