HW Address not resolving for ARP request (possibly due to 'sleep' mode)

Does the ESP8266 sleep by default? There seems to be some ambiguity on this subject among the interwebs, and the documentation for 'wifi_set_op_mode' for arduino is not clear. Note If it does sleep by default, would this be enough to cause the ESP8226 to not respond to ARP request, causing the ESP8266's HW address to not resolve?
